This act was created by congress to promote the development of a United States space resource exploration and to increase the exploration and utilization of resources in outer space. 

This act makes it 100% legal for any U.S resident to get up and start mining asteroids if they have such capabilities. Yes, this will not be an easy task to say the least, but with the hundreds of trillions of dollars worth of resources on our Asteroids, WE believe that TOGETHER can make it happen.
